Victorian Asbestos Agency Announced

In March 2016 The Victorian Premier announced the establishment of a dedicated agency to target and prioritise the removal of asbestos in government buildings – including hospitals and schools - across Victoria.

The Andrews’ Government stated that the Victoria Asbestos Eradication Agency (VAEA) will create a comprehensive and consolidated register of asbestos in Victorian government buildings to ensure the removal of asbestos in buildings of greatest concern are dealt with first.

We welcome any attempts at working towards minimising the risk of asbestos related diseases such as mesothelioma and asbestosis, and prioritising of removal based on risk is certainly a good idea to ensure that VAEA’s eradication programme is based on achieving a measureable risk reduction. Prioritisation is important because the removal of asbestos cement sheet or other low risk materials, which are generally better left in place until the buildings are retired, may actually elevate asbestos exposure risks while also disrupting pupils, teachers and hospital patients and staff.

When Governments have set asbestos eradication goals in the past, asbestos removalists and potential beneficiaries, have questioned the policy, commenting that any kind of asbestos removal programme carries risk, but a rushed programme could result in a gap of skilled workers, drawing less competent operators into the mix with the result, likely to be elevated costs and poor quality outcomes, factors likely to increase the risk of what is already recognised as the most risky process associated with asbestos materials.

Let us hope that the Andrews Government is being advised by people experienced in the practicalities of asbestos removal, and occupational hygienists familiar with the scientific assessment of asbestos exposure risks, so that public resources are directed to programmes which will reduce risks to all Victorian workers through the safe and effective management of asbestos materials in all Victorian workplaces.
